The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
The Project Health Check Business Analyst is a key contributor to OIT’s project governance framework. This role is responsible for monitoring, evaluating, and reporting on the health of technology projects across the City’s portfolio. The analyst delivers data‑driven insights that improve project outcomes, support strategic alignment, and inform leadership decision‑making. Working closely with project managers, the Information Security Group (ISG), Enterprise Architecture, Finance, and department stakeholders, the analyst helps identify risks, optimize resources, and strengthen overall delivery performance.
Key Responsibilities
• Lead the end‑to‑end Project Health Check process, ensuring all intake forms, assessments, and evaluations are complete, accurate, and consistent for each project and service order.
• Collect, analyze, and track project performance metrics, including scope, budget, schedule, resources, risk, and dependencies.
• Develop, maintain, and continuously enhance dashboards, scorecards, and standardized reporting that communicate project health and portfolio trends.
• Identify risks, issues, and early warning indicators; escalate concerns to project managers, leadership, and governance bodies as appropriate.
• Provide actionable recommendations to improve project delivery, operational performance, and compliance with OIT governance standards.
• Partner with Enterprise Architecture, ISG Security Intake, Finance, and other cross-functional teams to ensure accurate and complete evaluation of project readiness for Go‑Live approval.
• Facilitate project review sessions, prepare materials for governance meetings, and support leadership with clear, concise summaries of project status and findings.
• Contribute to the advancement of OIT’s project management standards, governance processes, templates, and best practices.
• Maintain accurate and up‑to‑date project documentation within centralized systems such as the Project Health Check system, ACIS, eContracts, SharePoint, LogicGate, or other PMO tools.
Education & Experience
• Bachelor’s degree in Business Administration, Information Technology, or a related field (Master’s degree preferred).
• Minimum of 3 years of experience in business analysis, project management, or project portfolio management; public sector experience strongly preferred.
Skills & Competencies
• Strong analytical and critical thinking skills with the ability to translate data into meaningful insights.
• Working knowledge of project management methodologies, including Agile, Waterfall, or hybrid models.
• Familiarity with project governance, risk management, readiness assessments, and performance reporting.
• Proficiency with analytics and reporting tools such as Microsoft Excel, Power BI, Smartsheet, SharePoint, or similar platforms.
• Excellent written and verbal communication skills, with the ability to convey complex information to both technical and non‑technical audiences.
• Highly organized with strong attention to detail and the ability to manage multiple priorities in a fast‑paced environment.
• Collaborative mindset and experience working with cross‑departmental teams and diverse stakeholders.
Preferred Certifications (Not Required)
• Certified Business Analysis Professional (CBAP) or PMI‑PBA
• Project Management Professional (PMP) or Certified Scrum Master (CSM)
• Lean Six Sigma or similar process improvement credentials
Salary Range: $75,000-$85,000
Salary cannot exceed $85,000
