The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
DYCD is recruiting for a Senior Advisor, reporting primarily to the Commissioner and secondarily to the Chief of Staff, to oversee the agency’s collaborative efforts with various government entities as well as nonprofit and private sector partners. The individual will provide guidance on managing relationships with key stakeholders and partners across City government, while working closely with the Chief of Staff to ensure alignment with agency priorities and operations.
The individual will similarly advise the Commissioner on engagement with external stakeholders across the policy sector landscape, including nonprofit providers, advocacy organizations, elected officials, philanthropy, and press and media. The selected candidate will help advance the Commissioner’s vision by translating policy priorities into actionable operational goals and milestones across functions and divisions, driving results and measuring outcomes.
This is a durational role designed to drive key initiatives. Upon review of deliverables, the role may evolve into expanded responsibilities, staff supervision, and title advancement as agency priorities develop. The position will be assessed at the completion of key short-term initiatives to ensure alignment with organizational needs and strategic objectives. The ideal candidate combines policy insight, analytical rigor, and a strong collaborative discipline to further the agency’s mission and elevate actionable recommendations to the Commissioner and leadership team.
The selected candidate will:
- Liaise with key offices across City government, including the Mayor’s Office, the Office of the First
Deputy Mayor, the Office of the Deputy Mayor, and the City Legislative Affairs team, Office of Mass
Engagement, and City Hall Communications, ensuring initiatives are aligned across agencies and
informed by policy priorities.
- Lead collaborative planning with government partners to ensure success of key DYCD initiatives.
- Cultivate cross-sector partnerships to introduce and expand resources available to the agency to
support its programming.
- Support the Chief of Staff’s oversight of the intergovernmental affairs team that lead rapid response
to intergovernmental issues, inquiries and emerging policy developments
- Work closely with the community building and empowerment team that coordinates services and
resources for youth and families with other government agencies, community-based organization
(CBO) partners, intermediaries and membership organizations and various boards and councils to
strengthen program impact and ensure alignment with DYCD goals and to inform DYCD's continuous
quality improvement processes.
- Coordinate with internal leadership to ensure intergovernmental considerations are incorporated into
agency decisions (program, funding, policy development) and cultivate and manage strategic
relationships with elected officials, government agencies and other partners to support DYCD's goals.
- Work with the Strategic Communications team to ensure that agency messaging and delivery
mechanisms are aligned, targeted appropriately and effective for stakeholder groups.
- Lead the planning and implementation of strategic initiatives as determined by the Commissioner to
support the achievement of Mayoral priorities impacting services to New York City youth and families
including the Commission for Universal Afterschool

A baccalaureate degree and five (5) years of responsible full-time experience in one or more of the areas of management, engineering, financial administration, policy research or analysis, community or labor relations, or related fields, including one (1) year in a supervisory, administrative, consultative, managerial or executive capacity; or
