Project Description:
This Program Officer II (PO II) position supports two U.S. Government–funded global health projects implemented by FHI 360: Meeting Targets and Maintaining Epidemic Control (EpiC) and STRengthening Infectious disease DEtection Systems (STRIDES).
Job Summary:
The Program Officer II provides programmatic management, operational coordination, and administrative support across a portfolio of 2-5 countries and/or project components under EpiC and STRIDES. The PO II works closely with country teams, technical staff, and U.S.-based project leadership to support project start-up, implementation, monitoring, reporting, and compliance. This role involves preparing detailed reports, managing budgets for project components, and optimizing resource use. The Program Officer II also develops sub award packages, and monitors sub-awardees to ensure compliance, identifies risks, and develops mitigation strategies within their project areas.
Accountabilities:
Programmatic Management Support:
Coordinates specific components of projects, supports planning and implementation
Contributes to detailed planning, develops plans for specific project components
Manages tasks related to specific project areas, ensures timely completion
Prepares detailed reports, documents project activities, and tracks progress
Communicates with stakeholders on specific project aspects, provides regular updates
Coordinates small teams or work groups within project, ensuring collaboration
Provides support to project management, delivers presentations, and leads meetings.
Research and provides inputs for project design by supporting other team members.
Synthesizes existing information and data into an overarching summary of progress on key project activities.
Tracks trends in the project area and collects more sophisticated data.
May conduct new hire onboarding on department procedures and administrative processes.
Participates in external events related to project and/or technical area.
May serve as a mentor to other team members.
Monitors compliance with project policies and procedures within specific areas
Identifies risk within specific project areas, proposes mitigation strategies
Programmatic Administration:
Assist in ensuring project SharePoint site is used appropriately by project team.
Liaises with the funder by supporting administrative task and assisting with the coordination of the contracting process; serves as the contact regarding administrative task assignments.
Monitors subawardees for specific project components, ensures compliance with terms.
Finance Support:
Supports the management of the budget for specific project components, optimizes resource use
Reads and interprets budget to understand tracking and suggest budget items/approach for tasks.
In collaboration with Financial Analyst/Manager, reviews expense reports, invoices, and purchase orders prior to project and finance management approval and collaborates with field office on financial transparency on purchase orders input into country office finance system of record to ensure purchases align with workplans and budgeted activities.
Drafts sub-award packages and reviews sub-award package and provides comments before submission for approval.
Manages the pre-award assessment process.
Liaises with subcontractors; facilitates partner/sub-award communication related to task completion and planning
Applied Knowledge & Skills:
Full understanding of project/project management concepts and practices.
Basic knowledge of the technical area of the project.
Task level knowledge.
Working knowledge of concepts, practices, and procedures with project design.
Excellent oral and written communication skills in English required.
Strong and demonstrated project/project management skills.
Ability to problem solve and implement corrective action as needed.
Ability to prepare reports and provide information to management in a timely matter.
Articulate, professional, and able to communicate in a clear, positive fashion with funder and staff.
Must be able to read, write, and speak fluent English.
Must be able to read, write, and speak Spanish at an advanced professional proficiency or fluently.
Education: ** *
Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.
Project management certification preferred.
Experience: ** *
Typically requires a minimum of 4+ years of relevant experience with projects management principles and practices.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
Experience managing and/or supporting complex USG contract/acquisition mechanisms strongly preferred.
International or Domestic (US) Program Development or Program management preferred.

Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: USD 64,000 - 74,000 annually
