- Familiarity with permitting, QA/QC, and construction safety practices
- Proficiency with 3D models and CAD tools (NX, AutoCAD or similar)
- Budgeting, scheduling, and cost control for construction projects
- Strong verbal and written communication and interpersonal skills
Responsibilities
- Serve as owner’s representative to external consultants, contractors, and agencies for infrastructure projects
- Define architectural, structural, heavy civil, electrical, mechanical, plumbing, fire protection, and industrial requirements
- Develop construction drawings, RFIs/RFPs, manage competitive bidding and contractor selection
- Oversee construction management, field supervision, QA/QC, permitting, and safety compliance
- Coordinate cross-discipline integration with fluids, electrical, command & control, mechanical, and test operations teams
- Manage project scoping, budgeting, scheduling, and report progress to stakeholders
- Plan and execute installation and commissioning of test site solutions to meet cost and schedule targets
- Support operations and testing at Cape Canaveral and travel to other sites as required
Education
- Bachelor’s degree in civil engineering, structural engineering, or related technical discipline required
- Licensed Professional Engineer (P.E.) preferred
- Advanced degree or additional training in engineering, construction, operations, or project management is a plus
