Senior Program Developer

Nightingale Education Group seeks a Senior Program Developer to design competency-based higher-education programs that align institutional mission, accreditation standards, labor-market needs, and learner pathways. The SPD will create program blueprints and competency hierarchies that guide instructional designers, assessment developers, and faculty to ensure clarity, coherence, and equitable learner-centered outcomes.

Skills

  • Expertise in competency framework development and program-level backward design
  • Strong facilitation and stakeholder engagement skills
  • Systems thinking to connect institutional strategy, accreditation, and curriculum
  • Ability to synthesize labor market data, accreditation requirements, and educational standards
  • Excellent written and verbal communication and documentation skills
  • Familiarity with CBE, credit hour/RSI regulations, and curriculum governance
  • Experience anticipating assessment and delivery challenges downstream

Responsibilities

  • Translate institutional goals, accreditation standards, and industry needs into program-level outcomes and competencies
  • Lead KSAB (knowledge, skills, abilities, behaviors) gathering with SMEs, employer advisory boards, and faculty
  • Design competency hierarchies (program outcomes, domains, competencies, sub-competencies, performance indicators)
  • Ensure competency statements are clear, measurable, inclusive, and learner-centered
  • Document program blueprints to guide downstream design, assessment, and delivery teams
  • Apply backward design principles at the program level to align evidence and instruction with outcomes
  • Facilitate stakeholder sessions to validate competencies against employer needs and labor market data
  • Anticipate downstream design and delivery challenges to ensure competencies translate into effective assessments
  • Maintain blueprint integrity through development, accreditation, and review cycles
  • Provide thought leadership and advocacy for inclusive, equitable competency-based education structures

Education

  • Bachelor's degree in education, instructional design, curriculum development, or related field, or equivalent experience
  • Master's degree in a related field preferred
