Job Description

The New York City Office of Chief Medical Examiner (OCME) seeks an experienced professional to serve as the agency’s Assistant Chief Integrity & Standards Officer, supporting the newly established Integrity & Standards Office (ISO). The office will serve as OCME’s independent investigative and accountability body, responsible for identifying, reporting, and addressing fraud, corruption, misconduct, and misuse of public resources across the agency’s 24/7 operations. The Assistant Chief Integrity & Standards Officer will work under direct supervision of the Chief Integrity & Standards Officer and support the day-to-day operations of the ISO, including the supervision of ISO personnel. The role requires exceptional discretion, sound judgment, and investigatory management, along with a proven ability to handle sensitive matters with integrity. This position plays a vital role in protecting OCME’s credibility and upholding the public’s trust in the agency’s work. Key responsibilities include, but are not limited to:

- Supports the planning, organization and management of the organization-wide compliance with applicable laws, regulations, and standards.
- Assists with key functions including investigations, risk assessment, auditing and training, and contributes to the development and maintenance of policies and procedures.
- Participates in developing and implementing internal controls capable of preventing and detecting significant instances of illegal, unethical or improper conduct.
- Promotes a culture of integrity, accountability and ethical conduct by responding to issues raised through reporting channels, including managing intake and triage, distributing and assigning cases, tracking progress, and ensuring adherence to established investigative protocols and deadlines and advise on employee-related internal investigations.
- Manage all aspects of an investigation including conducting investigations into corruption, misconduct, fraud, waste, abuse, and other violations involving OCME employees, contractors, vendors, or affiliates in accordance with agency protocols.
- Deliver targeted, clear, engaging training and educational presentations to diverse audiences with the ability to convey complex information effectively while fostering understanding and engagement.
- Collaborate with internal and external stakeholders on relevant matters involving OCME; coordinate with district attorney offices, NYPD, and other law enforcement or prosecutorial agencies on investigations.
- Coordinate with the DOHMH Employee Law Unit, OCME Human Resources, and General Counsel on internal disciplinary matters and related investigations. As needed, draft disciplinary charges and represent the agency in administrative tribunals, working closely with DOHMH to ensure compliance and effective case management.
- Directly supervise the ISO Lead Investigator. Work closely with the Lead Investigator, to oversee the ISO investigators and ensure the accuracy, completeness and quality of all investigative work products.
- Develop and monitor key performance metrics to enhance the effectiveness of investigations and case management.
- Assist with the drafting of investigation and case management protocols, procedures and guidance documents and collaborating with leadership to advocate for process improvements.
- Conduct unannounced field inspections of OCME staff and facilities, as well as interviews with employees, law enforcement personnel, members of the public, and other relevant witnesses collecting and evaluating relevant materials and documents.
- Draft investigative reports, memoranda, and formal findings with recommended disciplinary actions, corrective measures, or procedural reforms; track trends and recurring issues, and present data-driven summaries and briefings to Chief Integrity & Standards Officer to inform strategic decision-making around ethics, compliance, and risk mitigation.
- Serve as a witness in disciplinary proceedings and legal forums as needed.
- Assist in the day-to-day administrative management of the ISO, including staff time and leave management, performance evaluations, training and development, scheduling, resource allocation, and coordination of unit budget, procurement, and operational needs
- Perform confidential assignments and high-impact special projects as directed by the Chief Integrity & Standards Officer.
- Remain on-call and available 24/7, including nights, weekends, and holidays, to respond to operational needs and large-scale fatality events.
- Serve as and represent the Chief Integrity & Standards Officer in their absence, including overseeing operations and representing the office internally and externally.
- Operate a motor vehicle as required for investigative fieldwork and site inspections.

Authorization to work in the United States is required for this position. Office of Chief Medical Examiner does not provide sponsorship for international employees for visa applications, extensions, or status changes, including STEM/OPT visas. Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
